Abstract
La coyuntura económica en la que nos encontramos ha puesto de relieve las deficiencias en los sistemas de financiación de las Comunidades Autónomas, haciendo necesario que se dicten nuevas regulaciones con medidas que complementan a las ya existentes. Son muchas las voces que se cuestionan si el Estado de las Autonomías es ya una realidad caduca o un sistema a racionalizar. En este trabajo intentaremos aclarar cuál es la realidad actual de la distribución competencial, haciendo referencia a su origen y evolución; cuál es el sistema de financiación de las Comunidades Autónomas y de que recursos disponen para hacer frente a sus gastos; finalmente, entraremos a analizar las nuevas medidas que se han establecido desde el Gobierno central para asegurar la viabilidad de las autonomías en el siglo XXI.
The economic conjuncture in which we are has emphasized the deficiencies in the systems of financing of the Autonomous Regions, making necessary that new regulations are dictated by measures that complement the already existing ones. There are great the voices that question if the State of the Autonomies is already an expired reality or a system to rationalizing. In this work we will try to clarify which is the current reality of the distribution of the competences, referring to its origin and evolution; which is the system of financing of the Autonomous Regions and that resources have to face to his expenses; finally, we will begin to analyze the new measures that have been established from the central Government to assure the viability of the autonomies in the 21st century.
