The identified problem refers to the deregulation of the higher education system produced in the 1990s, characterized by its massification as well as the processes of institutional autonomy and an uncontrolled expansion. This is followed by a discussion of the public policy, describing the institutions that carry out this system (the National Accreditation Commission, the National Council of Education, and the Information Service of Higher Education) and the processes that they execute (licensing, accreditation and public information).

- PublicationOpen AccessGénero y Calidad en Educación Superior(2014-08-01) Donoso-Vázquez, Trinidad; Montané, Alejandra; Pessoa de Carvalho, María EulinaThis paper develops an approach to the concepts of gender and quality of higher education in articulation with the concepts of social pertinence and social justice. Pertinence is conceived in relation to quality, which is understood as a social and public value as well as social commitment to the society and communities served by higher education institutions. The challenge presented considers that social justice, linked to the fundamental notions of equality of opportunities and human rights, can determine the social pertinence of higher education and hence its quality. The approach developed is synthetized in three theses: the processes of knowledge production cannot be disconnected from the gender cosmovision; without the inclusion of the gender perspective, the professional preparation within the disciplines is in risk of bias toward one of the poles of the masculine-feminine dichotomy; and the introduction of gender in higher education creates a model of socially committed and inclusive society.

- PublicationOpen AccessUn sistema de garantía de calidad de la docencia: un estudio de caso(2014-08-01) Villa Sánchez, Aurelio; García Olalla, AnaWe present a case study of a Model for Quality Assurance of Teaching which was developed and implemented during a decade in a higher education institution as part of a competence-based teaching development model. Following a brief description of the context and core elements of the model, we explain how the experience was empirically developed for the accreditation assessment included in the model firstly in an experimental phase and later at the institutional level. This accreditation was achieved in two stages: Label 1, for teacher quality accreditation of subject planning, which involved a total of 1366 teachers in five successive calls per year; and Label 2 for accreditation of the teaching, which was put into practice at the university in the 2013/14 academic year following a pilot implementation in the two previous academic years. We will present the process carried out and the results obtained.
