Abstract
El presente trabajo tiene como objetivo el estudio del
grado de implantación de la iniciativa Open
Government Data en el ámbito de la Administración
Pública Española. Para ello se ha delimitado el
concepto de Open Government Data, la aplicación de
la publicación Linked Open Data de conjuntos de
datos mediante tecnologías de la web semántica.
También se ha estudiado el catálogo de datos
abiertos del CTIC para analizar los servicios más
representativos en España. Como principales
resultados destacan por un lado la delimitación de un
contexto en el que resulta esencial la transparencia e
interoperabilidad de los datos para la participación
ciudadana y la creación de nuevos modelos de
negocio. Se ha podido observar que la publicación de
datos mediante Linked Open Data únicamente
supone un enfoque concreto en el que participan
muchos otros formatos. También se ofrecen los
resultados del análisis de los servicios Open
Government Data en España desde una triple
perspectiva: Niveles de cumplimiento LOD, Sectores
Temáticos, Tipos de Datos y Formatos Utilizados. Se
concluye indicando que la administración pública en
España está apostando por la publicación de datos
en abierto, aplicando en parte tecnologías de la web
semántica y la existencia de una disparidad en su
aplicación y desarrollo.
Abstract The present work aims to study the degree of implementation of the Open Government Data initiative in the area of the Spanish Public Administration. This has defined the concept of Open Government Data, the application of the publication of Linked Open Data datasets using semantic web technologies. We also studied the catalog of CTIC open data to analyze the most representative services in Spain. The main results include the one hand the definition of a context in which it is essential to transparency and interoperability of data for citizen participation and the creation of new business models. It was observed that the publication of data using Linked Open Data only represents a particular approach involving many other formats. It also provides the results of the analysis of Open Government Data services in Spain from three perspectives: Levels of compliance LOD, Thematic Areas, Types and Data Formats Used. It concludes that public administration in Spain is betting on the publication of data in open, partially applying semantic web technologies and the existence of a disparity in its application and development
