Trabajo y capital en el país de los Soviets. Más allá de la oposición entre planificación y mercado

Abstract

El régimen soviético surgido tras la Revolución de Octubre ha sido percibido como un sistema contrapuesto al capitalismo occidental. Un régimen en el que, por medio de la propiedad estatal de los medios de producción y la puesta en marcha de una institución centralizada como el Plan, se habría logrado abolir las instituciones y mecanismos clásicos de las economías capitalistas. Este artículo trata de cuestionar este modo de analizar la experiencia soviética, así como los principales presupuestos que tales análisis movilizan: la equiparación y contraposición entre plan y mercado; el carácter insólito e inesperado del socialismo soviético; la identificación del capitalismo con los intercambios mercantiles y la propiedad privada de los medios de producción; la naturaleza eminentemente política del régimen soviético y de su dominación; etc. Apoyándose en los trabajos de los sociólogos Pierre Naville y Pierre Rolle, los autores de este artículo sostendrán, por el contrario, la persistencia en la sociedad soviética de un régimen salarial, así como de otros muchos intercambios de mercado organizando la actividad productiva de la economía soviética. Dispositivos mercantiles que las instituciones del Plan habrían tratado de modular y regular, pero difícilmente abolir. La experiencia soviética compartiría así con las llamadas economías de mercado muchas de sus características. Unas y otras conformarían un espacio unificado a escala planetaria, aprehensible únicamente desde su abordaje conjunto.

Abstract: The Soviet regime that emerged after the October Revolution has been perceived as a system opposed to Western capitalism. A regime in which the classical institutions and mechanisms of capitalist economies would have been abolished by the state ownership of the means of production and the implementation of a centralized institution such as the Plan. This article aims to question this kind of approach to the Soviet experience, as well as the main presumptions that such analyses mobilize: the equalisation (and contraposition) between plan and market; the unusual and unexpected character of the Soviet socialism; the identification of capitalism with market exchanges and private ownership of the means of production; the eminently political nature of the Soviet regime and its domination; etc. Relying on the work of sociologists such as Pierre Naville and Pierre Rolle, the authors of this article will hold, on the contrary, the persistence in the Soviet society of a wage regime, as well as many other market exchanges, organizing the productive activity of the Soviet economy. Market mechanisms that the institutions of the Plan would have tried to modulate and regulate, but not abolish. The Soviet experience would thus share with the so-called market economies many of its characteristics. Market and planned economies would form a unified space on a planetary scale, apprehensible only by approaching them together.
