Política social del hambre : estudio sobre la eficacia del programa operativo de reparto de alimentos de la Región de Murcia

Abstract

Los objetivos de la Política Social están orientados a dar respuesta a las necesidades definidas por la población, cuya satisfacción plena conduciría al denominado Bienestar Social. Es el Estado quien, -a través de las instituciones públicas y, en ocasiones, privadas-, promueve y gestiona las medidas necesarias para hacer efectivos los derechos de la ciudadanía. En la actual coyuntura donde las cifras de pobreza y de exclusión social son muy elevadas, cabe reflexionar sobre la eficacia de determinadas medidas llevadas a cabo para paliar situaciones de necesidad en el ámbito de la Comunidad Autónoma de la Región de Murcia. Esta investigación gira en torno a la determinación de la eficacia de las medidas adoptadas por el Programa Operativo español sobre ayuda alimentaria financiado por el Fondo de Ayuda Europea a las personas más Desfavorecidas (FEAD) y dirigido principalmente a abordar la privación alimentaria. La distribución de alimentos canalizada a través de los Bancos de Alimentos que son identificados como Organizaciones Asociadas de Distribución (OAD), continúa con el reparto directo de alimentos efectuado por las Organizaciones Asociadas de Reparto (OAR) que, además, deben realizar las medidas de acompañamiento previstas en la normativa. El objetivo general de esta investigación es analizar el alcance o impacto que este recurso supone para hacer efectivo el derecho a la alimentación y para prevenir situaciones de exclusión social y/o para favorecer la inclusión social. Se realizarán diversos análisis, con la utilización de técnicas como la entrevista en profundidad y el análisis de datos estadísticos. El primer análisis se centra en los datos facilitados por el Banco de Alimentos del Segura (BASMUR) donde se comprobará su incidencia geográfica en la Región de Murcia, así como el impacto en cifras de este recurso, estableciendo una comparativa con la población de cada municipio y los índices de pobreza y desempleo regionales. El segundo y tercero, se centrarán en el análisis discursivo de las entrevistas realizadas a una muestra de usuarios del recurso y a profesionales de las distintas OAR. El objetivo general está integrado por los siguientes objetivos específicos: 1.- Conocer el alcance de la distribución de alimentos en la Región de Murcia a cargo del Programa Operativo de ayuda a las personas más desfavorecidas financiado por el FEAD. 2.- Profundizar en el conocimiento del perfil de los beneficiarios del Programa Operativo en la Región de Murcia.. 3.- Determinar la eficacia del reparto de alimentos como recurso para paliar la situación de pobreza alimentaria y favorecer la inclusión social de las personas beneficiarias. 4.- Profundizar en la representación que tanto beneficiarios como profesionales tienen sobre aspectos íntimamente vinculados con el derecho a la alimentación y que pueden condicionar tanto la concepción de la situación como el alcance de la ayuda ofrecida. Entre otros aspectos relevantes obtenidos de esta investigación, concluimos que este recurso no constituye en sí mismo, una solución al problema de la pobreza alimentaria. En una sociedad donde no existe escasez de alimentos, sino que la dificultad radica en el acceso a los mismos por imperativos económicos y/o políticos, los esfuerzos deberían ir encaminados no sólo a satisfacer las necesidades básicas, sino también a dotar de los recursos suficientes para favorecer la autonomía e independencia de los individuos y familias, así como para la satisfacción de las mismas en el marco global del establecimiento de los mecanismos necesarios para garantizar una adecuada redistribución alimentaria. The objectives of the Social Policy are oriented to respond to the needs defined by the citizens, whose full satisfaction would lead to Social Welfare. It is the State that promotes and manages the necessary measures, through public and sometimes private institutions, to realize the rights of citizens. In the current situation where the numbers of poverty and social exclusion are very high, it is worth reflecting on the effectiveness of certain measures carried out to alleviate situations of necessity within the scope of the Autonomous Community of Murcia. This research revolves around determining the effectiveness of the measures adopted by the Spanish Operational Program on Food Aid financed by the Fund for European Aid to the Most Deprived (FEAD). It aimed mainly at addressing food deprivation. The distribution of food channelled through the Food Banks that are identified as Associated Distribution Organizations (OAD) continues with the direct distribution of food made by the Associated Share-Out Organizations (OAR), which, in addition, must carry out the measures of Accompaniment provided for in the regulations. The general objective of this research is to analyse the scope or impact that this resource does to make effective the right to food and to prevent situations of social exclusion and / or to promote social inclusion. Several analysis will be carried out, using techniques such as in-depth interview and analysis of statistical data. The first analysis focuses on the data provided by the Segura Food Bank (BASMUR) where its geographical incidence will be verified in the Region of Murcia, as well as the impact in figures of this resource, establishing a comparison with the population of each municipality and the regional poverty and unemployment rates. The second and third will focus on the discursive analysis of the interviews conducted to a sample of users of the resource and to professionals from the different OAR. The general objective is integrated by the following specific objectives: 1. - To know the scope of the food distribution in the Region of Murcia in charge of the Operative Program of aid to the most deprived people financed by the FEAD. 2. - To deepen in the knowledge of the profile of the beneficiaries of the Operational Program in the Region of Murcia. 3. - To determine the effectiveness of the share-out of food as a resource to alleviate the situation of food poverty and to favour the social inclusion of the beneficiaries. 4. - To deepen in the representation that both beneficiaries and professionals have on aspects closely related to the right to food and that can condition both the conception of the situation and the scope of the assistance offered. Among other relevant aspects obtained from this research, we conclude that this resource is not in itself a solution to the problem of food poverty. In a society where there is no shortage of food, but rather the difficulty of access to food for economic and / or political reasons, efforts should be directed not only at satisfying basic needs but also at providing adequate resources to promote the autonomy and independence of individuals and families, as well as to satisfy them within the overall framework of establishing the necessary mechanisms to ensure adequate food redistribution.
