"El pueblo persigue ideas, no caudillos". El Progresista de Nogoyá, la política, y las candidaturas a gobernador de Entre Ríos, bajo la presidencia de Julio Argentino Roca.

Abstract

The Progressive of Nogoyá (Entre Ríos) reflects on how to think and do politics within the new Roquista order that began in 1880 and wonders, at the same time, from a particular situation, about the candidates that circulate for the renewal of the provincial government. Both perspectives allow us to analyze, very initially, by the way, how this change of era is experienced. The Entre Ríos newspaper, which is what we are trying to prove here, presents a barely linear discourse, where under the figure of the “observer” it is shown to be in favor of a policy governed by those parameters and, at other times, it intervenes as a “participant” and, later , does so directly as a “partisan participant”, that is, as an active actor in factional politics. Within this non-linear discourse, it is also important to qualify its own self-perception by defining itself as an “independent newspaper”, which only addresses general issues of the local order and, if possible, provincial. We try to see how, in the framework of electoral politics, strategies used by EP result, following Philippe Braud on this point, with the notion of “creating the impression” of being the legitimate spokesperson of the voters, but, also, Michel De Certeau, with his perspective of “making the other speak.” At the same time, with this same purpose, we also freely take the proposal of this last historian to “create a scene of authority.”

El Progresista de Nogoyá (Entre Ríos) reflexiona sobre cómo pensar y hacer política dentro del nuevo orden roquista iniciado en 1880 y se pregunta, al mismo tiempo, desde una particular coyuntura, por las candidaturas que circulan para la renovación del gobierno provincial. Ambas perspectivas permiten analizar, muy inicialmente, por cierto, cómo se vive ese cambio de época. El periódico entrerriano, es lo que se intenta probar aquí, presenta un discurso escasamente lineal, donde bajo la figura del “observador” se muestra partidario de una política regida por aquellos parámetros y, en otros momentos, interviene como “participante” y, posteriormente, lo hace directamente como “participante partidario”, esto es, como un actor activo de la política facciosa. En el interior de este discurso no lineal importa matizar, además, su propia autopercepción al definirse como un “periódico independiente” que solo atiende a cuestiones generales del orden local y, si es posible, provincial. Se intenta ver cómo, en el marco de la política electoral, resultan estrategias empleadas por EP, siguiendo en este punto a Philippe Braud, con la noción de “crear la impresión” de ser el portavoz legítimo de los votantes, pero también, a Michel De Certeau, con su perspectiva de “hacer hablar” al otro. Al mismo tiempo, con este mismo propósito tomamos también libremente la propuesta de este último historiador de “crear una escena de autoridad”.
