Las colonias y el nuevo orden fiscal liberal: las reformas de la Hacienda cubana

Abstract

En este trabajo analizo los diferentes intentos de reforma que sufrió la Hacienda de la Isla de Cuba a lo largo del siglo XIX. En él expongo la hipótesis de que Cuba, en lugar de ser sostenida fiscalmente por la metrópoli, como sucedió con las colonias británicas del Caribe, hizo lo contrario: contribuir a mitigar los apuros fiscales de España. Por esta razón, hubo de adoptar unas reformas fiscales anteriores y de mayor profundidad que las aquí adoptadas. Es más, su población sufrió una presión fiscal sensiblemente mayor a la de la población española. Las implicaciones comerciales de este régimen fiscal, así como las disparidades sociales en el reparto de la carga tributaria, suscitaron un fuerte rechazo en la población, analizado también en este texto. En el presto especial atención a las consecuencias políticas que tuvo en Cuba la reforma liberal de su Hacienda y el castigo fiscal que padeció.

This article analyses the different attempts to reform the taxation system on the island of Cuba throughout the 19th century. The hypothesis it upholds is that Cuba, instead of being fiscally sustained by the metropolis, as was the case with the British colonies in the Caribbean, did the opposite, ie. it contributed to mitigating Spain’s taxation difficulties. For this reason, it had to adopt earlier and deeper tax reforms than those adopted in Spain. Furthermore, its population suffered a tax burden significantly greater than that of the Spanish population. The commercial implications of this tax regime, as well as the social disparities in the distribution of the tax burden, were strongly rejected by the population, a question that is also analysed in this text. Special attention is paid to the political consequences that the liberal reform of its Treasury had on Cuba as well as the fiscal punishment it suffered
