- PublicationOpen AccessExclusión digital: aproximación al perfil social de las personas en riesgo(Universidad de Alicante, 2026-01-28) García Luque, Olga; López Martínez, María; Rodríguez Pasquín, Myriam; Economía Aplicada; Facultad de Economía y EmpresaIn highly developed societies, despite almost universal Internet connectivity, multiple barriers still hinder access to, use of, or benefit from Information and Communication Technologies (ICT). Among the policy guidelines driving digital transformation in the European Union, a key objective is to ensure that no one is left behind or excluded from the digital society. Acquiring digital skills is therefore considered a strategic priority, as outlined in the Digital Decade targets for 2030. This study quantifies the risk of digital exclusion among the adult population in Spain, focusing on individuals aged 16 to 74 who have either not used the Internet in the past three months or lack the necessary digital literacy to use it. Specifically, it identifies those who do not reach the basic level of digital skills, as measured by the Digital Skills Indicator 2.0 (DSI 2.0). Using data from the 2023 microdata file of the Survey on ICT Equipment and Use in Households, conducted by the Spanish National Statistics Institute, the study analyzes the incidence of digital exclusion based on various demographic and socioeconomic characteristics, adopting an intersectional approach. A binomial logistic regression model is also used to identify the main risk and protective factors influencing the likelihood of digital exclusion. The findings show that digital exclusion affects 33.8% of the population in Spain and 44.4% in the EU. Low levels of education and income are among the most significant risk factors, increasing the probability of digital exclusion. The risk also rises with age and decreases with higher professional qualifications and greater urbanisation of the residential area. In conclusion, this study not only examines socio-economic and demographic characteristics in isolation but also explores their intersections, as far as the available data allows. Given the complex, multifactorial, and multidimensional nature of digital exclusion, accurately identifying the socio-economic traits of the most vulnerable populations is essential for designing effective corrective and preventive measures. Achieving meaningful progress in digital inclusion requires that the entire population -and especially disadvantaged groups- attain at least a basic level of digital competence. In Spain, potential measures include improving technological infrastructure for low-income families, particularly in rural and remote areas, and promoting digital literacy programs to equip high-risk groups with both basic and advanced digital skills.
- PublicationOpen AccessCo-responsibility of domestic work to achieve gender equality(Routledge, 2026) García Luque, Olga; López Martínez, María; Rodríguez Pasquín, Myriam; Economía Aplicada; Rodríguez Pérez, Reyna Elizabeth; Castro Lugo, David; Facultades de la UMU::Facultad de Economía y EmpresaThe sexual division of labor has been configured as a mechanism for structuring the productive system and the family on which gender roles and stereotypes have historically been based. With the incorporation of women into the labor market, important socioeconomic changes have taken place, and new forms of family have appeared. This evolution has not been accompanied by an equal distribution of domestic work between genders but has become a double work requirement for women. Thus, women have continued to be the main breadwinners and, at the same time, have competed with men in the labor market. The appropriate design and implementation of public policies aimed at reconciling the work and family life of men and women are necessary for society to progress in terms of equality and quality of life. It is necessary to promote co-responsibility for care in the social sphere and not only in the private sphere, which requires the participation of families, public administrations, and the economic and cultural spheres. This development will only be possible through the collaboration of different disciplines, such as economics, sociology, or history.
- PublicationOpen AccessDigital development levels in the European Union: measurement and analysis(MDPI, 2026-02-12) Maya Matallana, Manuel de; García Luque, Olga; López Martínez, María; Rodríguez Pasquín, Myriam; Economía Aplicada; Facultad de Economía y EmpresaDigital transformation is a key driver of economic and social progress, and assessing its evolution is essential for guiding public policies. In the European Union (EU), until 2022 the European Commission published the quantitative values of the Digital Economy and Society Index (DESI); however, it is no longer being published, which makes it difficult to compare the digitalisation process between Member States. This study proposes a new composite index, the DESI-DP2, constructed using the distance P2 methodology (DP2), which provides a synthetic and up to date measurement of the digitalisation levels in the twenty-seven EU countries in 2025, both at an aggregate term and by dimensions. The results reveal notable stability in the ranking of countries, with Denmark, Finland, the Netherlands, and Sweden as persistent leaders, and Bulgaria and Romania among the most lagging countries. Moreover, although digitalisation is positively associated with human development, a high level of development alone is not sufficient to ensure strong digital performance. Finally, the study identifies a shift in the explanatory factors behind crosscountry differences, from digital skills toward the digital transformation of the business sector, offering relevant insights for the design of public policies within the framework of the European Digital Decade.
