El autor considera que el funcionamiento censor constituye una clave muy significativa del funcionamiento político de la monarquía española, pero al mismo tiempo revela estructuras subjetivas hostiles que triunfan en un sistema administrativo no regido por el mérito y la ética del esfuerzo.

Sempere conceived the baroque author as a genius representative of what he called «sublime politics», over which concept the author of this text reflects on the heels of Empresas políticas [Political Maxims].
