- PublicationOpen Access1989-2014: WWW, de una propuesta de gestión de información a un universo de información por descubrir.(2019-06-04) Martínez Méndez, Francisco Javier; Pastor Sánchez, Juan Antonio; López Carreño, Rosana; Rodríguez Muñoz, José Vicente; Información y DocumentaciónEste documento es una reflexión sobre la interrelación entre la gestión de la información en las organizaciones y los sistemas de hipertexto, un vínculo cada vez más conocido desde la propuesta de creación de la WWW realizada hace casi treinta años por Berners-Lee. Se lleva a cabo una revisión de los postulados teóricos del hipertexto, proporcionados principalmente por Bush y Nelson, como una posible solución a la crisis de la gestión de la información, comparándose con la situación de los primeros años noventa en las organizaciones. Se estudian los problemas detectados por Berners-Lee en su entorno de trabajo que le llevaron a desarrollar el WWW, la evolución que ha tenido esta tecnología y la forma en que todavía se necesita para una gestión adecuada de la información. El grado actual de desarrollo de la tecnología permite augurar una buena gestión de los contenidos de las organizaciones. Los problemas ahora están más relacionados con la actitud de los responsables de las organizaciones. Es necesario intentar que las organizaciones apuesten decisivamente por estas tecnologías para aumentar su efectividad en el momento de la gestión de la información. Además, la WWW es un sistema en continua evolución en el que debemos continuar investigando, aún no hemos llegado a vislumbrar el final de esta tecnología.

[Study Design and Setting]: A cross-sectional analysis of published articles of reporting guidelines for health research. A search of the EQUATOR (Enhancing the QUAlity and Transparency Of health Research) Network Library (from inception to January 21, 2021) was supplemented by searching websites of guideline developers. For each article, metadata (e.g., authors, institutions, countries, citations) were extracted from the Web of Science and Scopus (up to October 25, 2021). Descriptive analyses were conducted. Network analyses of collaborations were presented. [Results]: We included 662 articles published in 332 journals. The BMJ (n = 50 articles; 8%), Annals of Internal Medicine (n = 29; 4%), and Journal of Clinical Epidemiology (n = 24; 4%) published the largest number of articles. Four thousand seven hundred twenty two authors, 1,647 institutions, and 83 countries were involved. The global productivity was led by the United States (n = 456 articles), the United Kingdom (n = 414), and Canada (n = 306). We found eight clusters of authors (e.g., one major group with 337 members) and three clusters of institutions (e.g., one major group with 256 members). The most prolific authors were affiliated with the Ottawa Hospital Research Institute (Canada), the University of Ottawa (Canada), the University of Oxford (the United Kingdom), and Stanford University (the United States). [Conclusion]: Our analysis identified key actors producing reporting guidelines, most intense collaborations, and ‘citation classics’ in the field. These results could potentially be used to strengthen collaborations for developing and disseminating reporting guidelines for health research.
- PublicationRestrictedA modelling approach to privacy and safety issues in cyber-physical systems(IGI Global, 2023) Martínez Béjar, Rodrigo; García González, María; Scalera, Lorenzo; Gasparetto, Alessandro; Información y Documentación; Mateus Coelho, Nuno; Cruz Cunha, ManuelaSafety issues are relevant in the interaction of human and robotic systems, as these might be a risk for humans’ physical integrity. Robotic systems in the armies are a good example of such risk, since these systems are highly dependent on the software integrity that governs their behaviour. But in civil society there are examples of such issues as well. For example, manufacturing systems are connected to each other and/or to communication networks systems, so these being potentially targets of hijacking. Also, medical applications are usually designed to be very accurate/precise, for instance, in surgery. If that accuracy/precision is threatened due to a cyberattack -as some of those robots are connected to communication networks- the patient could even die. In this work, we describe a modelling approach that categorizes the most relevant cybersecurity threats to robots from different analytical viewpoints (e.g., type of human interrelation with robots, industrial sector, etc.). To illustrate the usefulness of this model, the main characteristics of a model addressing the cybersecurity threats to manufacturing robotic systems is shown in this work. Such model has been implemented into a machine-understandable software by using standard knowledge representation methods.

The proposed approach combines the JADE’s robust multi-agent system (MAS) capabilities with the adaptive decision-making power of DRL to address prevalent challenges faced by government agencies, such as fragmented operations, incompatible data formats, and rigid communication protocols. By enabling seamless communication between agents across departments such as the Treasury, the Event Management department, and the Public Safety department, the hybrid system fosters real-time collaboration and supports efficient, data-driven decision making. Agents leverage historical and real-time data to adapt to environmental changes and make optimized decisions that align with overarching governmental objectives, such as resource allocation and emergency response. The result is a system capable of managing intricate administrative duties using structured agent communication and the integration of DRL-driven learning models, improving governmental interoperability. Key performance indicators highlight the system’s effectiveness, achieving a task completion rate of 95%, decision accuracy of 96%, and a communication latency of just 120 ms. Additionally, the framework’s flexibility ensures seamless scalability, accommodating complex and large-scale tasks across multiple governmental units. This research presents a scalable, automated, and resilient framework for optimizing governmental processes, offering a pathway to more efficient, transparent, and adaptive public sector operations.
- PublicationOpen AccessA taxonomy design for mobile applications in the Spanish political communication context(Oxbridge Publishing House, 2020-06-15) Zamora Medina, Rocío; Losada Díaz, José Carlos; Vázquez Sande, Pablo; Información y DocumentaciónThe new mobile ecosystem that now defines the so-called mobile society and the mobile culture is already a key territory for contemporary political communication. Within this culture, mobile applications have become a common ground for the meeting between organisations and citizens interested in participating in political matters through the direct experience that these platforms allow. Despite this development, it is difficult to find a complete and reliable taxonomy of apps in the academic or professional literature that analyses how these relationships impact the field of political communication. This study tries to address this gap, introducing the first systematic taxonomy of political communication apps in Spain based on the development of a self-produced taxonomical model that gathers in detail all the variables required to understand the nature of these applications that are available for any smartphone. This rigorous taxonomy comprises political communication applications available at the main app stores (about 316 found in Play Store and App Store). Specifically, the methodological classification was elaborated based on the following categories: promoter agent, app objective, level of interaction, level of autonomy and predominant tone. A very complete picture was obtained from the empirical analysis, which defines and explains the landscape of political communication applications for mobile devices in Spain.
- PublicationOpen AccessA universal literary canon based on multilingual encyclopedic data: Proposal of a method for the ranking of literary works using quantitative data obtained from Wikidata and WikipediaPastor Sánchez, Juan Antonio; Saorín, Tomás; Baños Moreno, María José; Información y DocumentaciónThe research described in this article aims to verify the use of Wikidata and Wikipedia as a source to identify a universal literary canon. Both Wikimedia Foundation projects are placed in the context of data on literary works. The methodology used is based on the construction of a dataset from specific data on literary works retrieved from Wikidata and Wikipedia editions in all languages. The depth of description of the items of literary works in Wikidata and their pres-ence and level of elaboration of the corresponding articles in Wikipedia are analyzed. The authors use K-means to define three clusters of literary works that allow the identification of a set of works that can be used to create a universal literary canon. Wiki3DRank is proposed as a metric that allows the literary works analyzed to be selected and ranked. The study deals with the analysis of the language of literary works and their presence in Wikipedia, their temporal distribution. The article includes a discussion section with reflections on the results obtained and concludes with the proposal to use Wikidata and Wikipedia as an alternative source for the elaboration of both global and language-specific literary canons.

- PublicationOpen AccessAdaptación de competencias al marco de la Economía Digital en el grado de Información y Documentación: Universidad de Murcia(Universidad de la República (UDELAR), Uruguay, 2019-12-08) García González, María Segunda; Información y DocumentaciónSe pretende abrir un debate a partir del estado de la situación en el que se encuentra el grado de Información y Documentación de la Universidad de Murcia, se procede a la ejecución de una serie de fases que pasan desde el análisis y evaluación actual de competencias específicas del grado así como de su aproximación a nuevas competencias demandadas en el nuevo mercado de la economía digital, para ello, se someten a estudio las guías docentes, se contrastan resultados con el Libro Blanco del Título de grado en Información y Documentación (ANECA, 2004) y se adaptan algunas competencias específicas a las propuestas por el Libro Blanco para el Diseño de Titulaciones Universitarias en el Marco de la Economía Digital (ANECA, 2015). Esta actuación permite ofrecer una visión en tres dimensiones: la existencia del solapamiento de contenidos en las asignaturas del grado; la necesidad de afrontar un nuevo cambio en el plan de estudios sin perder el sello de identidad y finalmente asumir nuevas competencias específicas para satisfacer las demandas del nuevo mercado de la Economía Digital. -----------------------

Therefore, we analyze the impact of this problem on library services, and explain some ways to reduce the damage, such as user contributions and crowdfunding (i.e., social microfinancing). We conclude by arguing that in any case public funding remains essential for stability of these services, and that library associations and librarians must demand it.

Se ofrecen respuestas a un conjunto de cuestiones sobre cómo se está llevando a cabo ese proceso. Se observa que a pesar de las recomendaciones dadas a las administraciones públicas por normativas y directrices tanto europeas como nacionales, se están dejando en el camino varias fases definidas e identificadas que deberían solucionarse previamente. Nos referimos a los aspectos orgánico-funcionales antes que la búsqueda de soluciones técnicas y tecnológicas encaminadas a la implementación de metadatos. --------------

The presence of algorithms in the context of environmental management allows the collection of data to design patterns of action. This paper presents a machine-understandable knowledge model scheme that categorises the environmental problems experienced in a water management environment from different analytical points of view. Then, an Artificial Intelligence method for automatic knowledge evaluation and integration is applied. The nature of these actions leads to the construction of more formal and rigorous processes in the future.

We believe that university education must innovate to train young people with a critical mind where information plays an important role. Information literacy of students becomes, thus, an essential element. We studied two groups of students from two universities in two countries on two different continents to determine how to use the new information technologies, lectronic resources and the role to be played the teacher in the educational process. We found differences between students of the University of Murcia in Spain and the National Autonomous University of Mexico, but also similarities.

This would be the result of expanding the role of libraries as a tool for non-formal education and lifelong learning, which in turn is a consequence of the accelerating change and complexity of knowledge required socially. Information literacy is a transformation of the service user training, public libraries compete both as a school or university, and must be present in traditional spaces and new telematic space of libraries in the digital library.

The purpose of this paper is to review information literacy developments in public libraries. Information literacy is outlined as a key competence of individuals whereby they know how to find and use the information neeed, regardless of place, mode and medium of transmission. Local and global trends in the introduction of this service into public libraries are analysed and the importance of this move is justified in connection with the lifelong learning agenda, for which public libraries are a basic resource in formal and informal education of citizens.. Method. Analysis and description of information literacy literature, conceptual models, projects, standards of professional associations, as well as of scientific and professional meetings about information literacy and public libraries. Analysis. Comparative study and critical assessment of different theories and projects, particularly as regards ractical aplications in libraries. Results. Based on analysis, trends in information literacy are described and priority tasks proposed for a development agenda for these services in public librarie. Conclusion. Proposal for a common information literacy agenda in all types of libraries, institutions and professions involved in the acquisition by individuals and communities of the key competences covered through lifelong literacy.

However, it is not known yet how students learn to develop their information skills such as: recognising when information is needed and having the ability to locate, evaluate, and use it effectively. Since Zurkowski coined the concept in 1974, information literacy has been defined many times. Therefore, we attempted to explain that information literacy is nowadays a basic skill for students and university staff. This means that universities need to change their teaching and learning styles. On the other hand, libraries should offer new services in order to overcome information illiteracy among their communities.
